Summary:
The Settlement Proposals were put forward to the parties by the United Nations Secretary-General. In 1988, both parties, Morocco and the Frente POLISARIO, agreed to the settlement proposals. The proposal contains provisions for a just and definitive solution of the question of Western Sahara by means of a ceasefire and the holding of a referendum without military or administrative constraints. The Proposal intends to enable the people of Western Sahara to exercise their right to self-determination, to choose between independence and integration with Morocco. This document contains the proposal and the text of the implementation plan.
