Summary:
Signed at Tesoro Beach, Costa del Sol, El Salvador, on 14 February 1989, the agreement recommits the parties to the Esquipulas II and the Alajuela Declarations of 1987 and 989 and calls for actions aimed at democratisation of the countries in conflict. The declaration also specifically calls the UN to send military observers to verify the security provisions of past agreements and to send a group of civilian observers to monitor the Nicaraguan electoral process.
