Summary:
This agreement establishes the general guidelines for the negotiations to come and lays the foundations for a Palestinian Interim Self-Government in the West Bank and Gaza for a transitional period of five years. The agreement stipulates measures for the transfer of authority from the Israeli military government and its Civil Administration to the authorized Palestinians and lays the basis for permanent status talks based on Security Council Resolutions 242 and 338.
