UN Multiparty Dialogue Paper on Limitations and Suspensions/Derogations of Rights

This paper was produced for the United Nations Multiparty Dialogue on the Enforcement and Formulation of Human Rights in the Iraqi Constitution. The paper provides definitions of the limitations and suspensions/derogations of rights, and applies its analysis to the Iraqi context. It discusses the issue of State of Emergency and provides examples of sets of guarantees that constitutions should provide for to protect against abuses.
