Constitution Making commonly involves considering two sets of key choices:
- How the constitution will be made? For example, what will be the role of the public, how will the constitution making body/bodies be composed, and/or how will it make decisions?
- What will the constitutional text say? For example, how will the executive and legislature be selected, how many levels of government will be established, and/or what will the amendment rule be?
There are no ‘right’ choices in either of these regards, as much will be driven by context, but the resources below provide guiding considerations and examples from previous processes. External resources are for reference only and do not necessarily represent the position of the United Nations.
