Citizen Identity, Electoral Rights, and Public Servant Identification: A Strategic Framework for Somalia

This framework is intended to be a guide for the design and implementation of programming concerning citizen identity, electoral rights and public servant identification. The framework identifies the linkages and relationships among these three issues for the purposes of proposing courses of action to strengthen the Somali institutions and processes mandated to implement policies and practices governing each of them.
