The Transitional Electoral Government and the Alliance for the Re-liberalisation of Somalia commit to the goal of achieving sustainable peace consulting with the Workshop on Justice and Reconciliation. In addition, they agree to establish a Commission of Inquiry and an international court to address violations of human rights. The agreement addresses the core principles for cooperation in order to establish Unity Government and Inclusive Parliament. Principles include impunity and accountability.

The agreement concerns permanent resolution of the challenges facing Zimbabwe in the areas of political, economic, social, humanitarian issues. It expresses the commitment of the parties for economic development of the country, land reform program, creation of a new Constitution and Government, equality and unity, rule of law, political rights and prevention of violence.
