Core Elements of State Structure Based on the Principles of Territorial Integrity and Self-Government

This document is part of a series of papers produced by PILPG experts seeking to provide legal counsel to the Iraqi government during the Constitutional Review Process in 2007. This paper provides a list of the core elements of a state structure that can help to protect the territorial integrity of a state while also providing for effective self-government at the central government level and the provincial levels.
