This is the (undated) Notice of Referendum issued by the Electoral Commission of Kenya under The Constitution of Kenya Review (Referendum) Regulations, 2005, The Constitution of Kenya Review Act. The proposed new constitution was voted down by a 58% majority of Kenya's voters on November 21, 2005.
