Constitutional Design - Institutional Choices for Democracy (Presentation Slides)

These slides constitute a presentation on the various forms of democracy. The presentation compares the relative merits to consensual versus majoritarian government, and then describes four models of democracy, based on the plurality and proportional representation electoral systems. The pros and cons of a parliamentary versus presidential systems are then set out, followed by a discussion of the best way to structure a presidential system. Finally, the presentation canvasses various types of electoral systems, including: majoritarian, proportional representation, single-member district plurality, alternative/preferential vote, two-round system, single non-transferable/transferable vote, and mixed electoral systems. The presentation ends with a discussion of electoral thresholds, the size of electoral districts, and the necessity of electoral districts in Iraq.
