Presidential Elections in a Federation (Iraq)

This paper presents options and considerations for electing a president in Iraq. It canvasses the direct election of the president, under 1. an executive presidency where there are one or multiple nominations, and 2. a mixed system, where executive powers lie with a prime minister. It then sets out some necessary issues to consider if contemplating a mixed system of government.
