Semi-Presidentialism as a Form of Government - Lessons for Tunisia
This working paper is part of the NYU/IDEA series "Consolidating the Arab Spring: Constitutional Transitions in Egypt and Tunisia." The paper considers the range of institutional design options adopted in a selection of the world's semi-presidential regimes, and illustrates that democratic performance of such regimes depends to a great extent on the choices made among these design options. The paper also offers comments on the April 2013 draft Tunisian constitution.
