Expanding Participation in Constitution Making - Challenges and Opportunities
This article argues that inclusion is a fundamental requirement for successful participatory constitution-making, drawing on participatory democratic theory, and the right to self-determination. It posits that the desire of the elite for political power is the most prominent obstacle to widespread citizen participation. The article also examines the barriers to inclusion present in Rwanda during that country's constitution-making process, and the difference between public participation and public education.
