Submission for the CRC - Transition from Governorates to Regions and Division of Powers

This paper produced by UNAMI’s Office of Constitutional Support (OCS) is part of a series of submissions prepared at the request of the CRC - the Iraqi Constitutional Review Body. These notes seek to provide recommendations on specific areas of the constitution considered for review. This submission examines the challenges associated with the governorates’ transition to regions. The document also includes UNAMI’s follow up response to the CRC providing additional clarification on the issue, and detailing alternative approaches for the division of powers and paramountcy.
