This report summarizes the findings of the Expert Meeting held in Cyprus on 24-25 November 2005. The main purpose of the meeting was to build international consensus on a way forward as regards how the international community should collaboratively engage in the ongoing constitutional process in Iraq. International experts examined the new Iraqi constitution and agreed to types of constitutional issues on which to engage Iraqi interlocutors in 2006 and strategies for that engagement. The programme of the meetings is provided as an annex.
