Crafting a Constitution for Afghanistan

This paper analyses the difficulties of the constitution-making process in Afghanistan, starting with the problems of representation in negotiating the interim authority and legal framework for the constitution-making process. Next, the paper discusses the most important and therefore most difficult issues to negotiate, including: the debate over Presidentialism, the role of Islam, and the recognition of ethnic diversity in Afghanistan.
