Internal Memorandum - Guaranteeing the Preservation of National Unity

This UNAMI memorandum presents different sets of guarantees for the preservation of the constitutionally established territorial structure of a country. It provides examples of 1) constitutional guarantees; 2) international guarantees for the preservation of an agreement; and 3) best practices of workable arrangements in the constitutional text that facilitate and encourage accommodation of all territorial units.
