Explanatory Memorandum: Draft Provisional Constitution (Somalia)

This draft memorandum was produced by the UN prior to the adoption of Somalia's Provisional Constitution in order to assist members of the Constituent Assembly in reading and understanding the draft provisional constitutional text.  It is a guide for how Constituent Assembly members might be educated on the text as well as methods to assist them in debating and voting on the draft.
