Constitution Approval Process - Somalia Operational Concept

The purpose of this document is to provide policy-makers and practitioners responsible for organizing the Constitution approval process in Somalia with a common vision of the strategy, approach, issues, and obstacles associated with such an endeavor. The operational timeline for implementation of this concept is be from February to December 2011 with the approval process concluded during the first week in October and the balance of the calendar quarter reserved for close-out and contingencies (November) and planning for the seating of the new government (December). During this time period, the legal framework will be developed, the selection process for Constituent Assembly (CA) members will be performed, and the approval process for a Constitution by the CA will be conducted.
