Natural Resources in a Federal Somalia: Issues for the Draft Constitution

This background paper for UNDP starts by sketching some of the key dimensions of Somalia’s natural resources within their larger context before turning to the Consultation Draft Constitution and considering its provisions.  Central messages include the fundamental importance of agriculture, the need to address issues of land tenure and ownership, as well as the promising potential of other sectors, including petroleum, minerals and the fishery.
