This agreement calls for interim measures to be taken before the next round of negotiations. The parties agree not to use force against each other, to exchange prisoners of war and find a solution to the refugee problem.

This agreement seeks to formalize and further strengthen the structure and conduct of the ceasefire and to ensure its successful implementation.
