Constitution Building Processes and Democratization: A Discussion of Twelve Case Studies
This paper examines constituiton making process issues through the lens of inclusivity and participation, distinguishing between processeses that were elite-driven (and in some cases authoritarian) versus popular and those that were representative versus exclusionary. It explores the implications of these design choices on peacebuilding, democratization, and legitimacy, using the following case studies: Kenya, Colombia, Guatemala, Afghanistan, Hungary, Fiji, Chile, Indonesia, Rwanda, East Timor, Nigeria, and Bahrain.
