Option Paper - Distribution of Power: Examples of Constitutional Frameworks

This document is part of a series of papers produced by PILPG experts seeking to provide legal counsel to the Iraqi government during the Constitutional Review Process in 2007. This paper compares constitutional frameworks related to the distribution of powers. The examples provided in the document cover the allocation of specific powers to the provinces, the allocation of specific powers to the central government, as well as cases where specific powers of each level of government are explicitly defined, but without concurrent power. The relevant constitutional provisions are provided as footnotes.
