This resolution provides a framework for the resolution of the conflict in Kosovo by authorising the deployment of an international civilian and military presence that would provide an international transitional administration and security presence that would oversee the return of refugees and the withdrawal of military forces from Kosovo. The resolution also states that the international civilian presence will facilitate a political process to determine the future status of Kosovo. 

This ceasefire agreement between the International Security Forces (KFOR) and the Federal Republic of Yugoslavia calls for the phased withdrawal from Kosovo of Yugoslav military, police and paramilitary forces and for the deployment into Kosovo, under UN auspices, of international civilian and security presences.

This document presents confidence-building measures and implementation mechanisms to help implement past  agreements on the ceasefire, refugees and the Protocol of 24 September 2000.  It also determines the issues to be considered and the procedures to be applied by the delegations.

The ceasefire agreement was signed in Lome on the 18 May 1999 under the mediation of Reverend Jesse Jackson. The purpose of the agreement is to create an appropriate atmosphere conducive to the holding of a new round of peace talks in Lomé. 

This agreement establishes a detailed agenda for future talks between the Government and the FARC.
