In this agreement, the parties agree to stop hostilities and to establish the basic principles for the negotiation of a ceasefire. The agreement highlights the importance of the ethnic question in Burundian history, and a commission of experts with the mandate of rewriting this history shall be created. The Truth and Reconciliation Commission shall be called Truth, Forgiveness and Reconciliation Commission. The members of the Palipehutu-FNL shall enjoy provisional immunity, and the defense and security forces shall respect the national reconciliation process.

The parties renew their commitment to implement previous agreements and to reach a final agreement respecting democratic values through future talks. They agreed to form a transition government and draft an interim constitution. They call for the United Nations to help monitor the ceasefire and the management of arms and armies. The parties also agree to hold an internationally monitored election of a constitutional assembly.

This agreements seeks to implement further the judgment of the International Court of Justice of 10 October 2002. The agreement calls for Nigeria to withdraw its troops from the Bakassi Peninsula within a sixty day time frame from the signing of the agreement. Upon completion of the transfer of authority, the Government of Cameroon guarantees the fundamental rights and freedoms to Nigerian national residing in the area.     

This ceasefire code of conduct establishes rules for the two parties in which they agree to guarantee a fearless civilian life by avoiding engaging in any hostile military activity. The parties undertake to create a peaceful environment, refrain from using any hostile language, halt collecting any form of levy and to facilitate the functioning of essential services to the people. They also agree to release all prisoners, engage in further talks and to request for international monitoring of the ceasefire agreement.

This agreement establishes democratic processes for the people of Darfur to choose their leaders and determine their final status as a region. A popular referendum is envisioned not later than July 2010 to decide whether to establish Darfur as a unitary region or to maintain the status quo of three states. The comprehensive agreement also addresses power sharing, wealth sharing, a final ceasefire and security arrangements, calls for a 'Darfur-Darfur' dialogue to address pending issues and provides implementation modalities.
