This interim agreement reaffirms past protocols and agrees to future negotiations on a permanent ceasefire.
The parties to the protocol agree to (i) refrain from all hostilities and military actions; (ii) implement the N’Djamena; (iii) release immediately and unconditionally all persons detained in relation with the hostilities in Darfur; (iv) cooperative with African Union to facilitate the process of strengthening AMIS; and (v) refrain from recruiting children as soldiers.
This agreement gives effect to the political power-sharing agreements reached in the Arusha Peace and Reconciliation agreement of 2000 and the Global Ceasefire Agreement of 2003. It calls for the establishment security, justice and constitution reform to guarantee minority rights and participation in government.
This agreement implements the Linas-Marcoussis Agreement of 23 of January 2002 as well as Accra II of 7 March 2003. It addresses issues such as eligibility criteria for the Office of the President, Disarmament, Demobilization and Reintegration (DDR) and human rights. It also establishes a tri-partite mechanism with ECOWAS, the African Union and the UN to report on the implementation of the Accra III agreement.
This agreement reaffirms six prior agreements. It also defines the further issues left to be negotiated.
The purpose of this agreement is to determine the terms of reference, the composition, the mandate and the modalities for monitoring and verification of the Ceasefire Monitoring Committee and a Joint Commission provided for in the Humanitarian Ceasefire Agreement, dated 8 April 2004.
This agreement contains power-sharing arrangements through a Government of National Unity, the decentralisation of government and the self-administration of Southern Sudan. It also provides provisions on judicial structures and human rights.
