This comprehensive agreement includes provisions on a ceasefire, the deployment of an international stabilization force, post-conflict military and security reform, establishment of a commission on human rights and the establishment of a transitional government until January 2006 when the next elected President of Liberia shall be inaugurated. The agreement calls for the suspension of the constitution to allow these exceptional measures until the elections are held an a new President elected.

This agreement constitutes an 'End of the War' declaration, whereby the forces of the parties commit themselves to a path of dialogue and the subservience of the military to the Government. They also commit themselves to the implementation of the Linas-Marcousis Agreement of 23 January 2003, the Accra II Agreement of 7 March 2003 and to undertake a program of Demobilization, Disarmament and Reintegration (DDR) and to create one national army.

This performance-based and goal-driven roadmap seeks to realize the vision of two States, Israel and Palestine, living side by side in peace and security, as affirmed in Security Council resolution 1397 (2002). The text was prepared by the Quartet - consisting of representatives of the United States of America, the European Union, the Russian Federation and the United Nations - and was presented to the Government of Israel and the Palestinian Authority on 30 April 2003.
