This agreement implements the Lincoln Agreement of 23 January 1998. It sets forth mechanisms to implement the ceasefire, empowers the Neutral Regional Peace Monitoring Group to monitor the ceasefire and the UN Observer Mission to monitor and observe the implementation of these arrangements. It also sets forth a mechanism for consultation by establishing a Peace Process Consultative Committee.

This is a comprehensive agreement establishing a National Reconciliation ending the political and economic crises. It addresses issues such as practice of good governance, elections and restoration of stability and order.
