Framework Agreement on the Peaceful Settlement of the Territorial Dispute between the Republic of Chad and the Great Socialist People's Libyan Arab Jamahiriya
This agreement provides a basis for the peaceful settlement of the Chad-Libya territorial dispute. They agree that in the absence of a political agreement, they will submit the dispute to the International Court of Justice and pursue legal measures to resolve the conflict.
Harare Declaration
The Harare Declaration was adopted on 21 August 1989, by the OAU sub-committee on Southern Africa in its summit in Harare, Zimbabwe. The Declaration urged the regime to take measures to create a climate for negotiations, to put an end to apartheid and define a new constitutional order based on a set of democratic principles (also listed in the declaration). It also elaborated on the conditions for the negotiations to start.
Tela Declaration
Signed in Tela, Honduras, on 7 August 1989 by the five Presidents, the declaration reaffirms previous commitments and endorses the Joint Plan for demobilization Nicaragua combatants.
Joint Plan for the Voluntary Demobilisation, Repatriation or Relocation of the Members of the Nicaraguan Resistance and their Families, as well as Assistance in the Demobilisation of all those involved in Armed Actions in the Countries of the Region
In this agreement the five Central American Presidents agree to demobilise and repatriate the Nicaraguan resistance in Honduras.
Agreement between Honduras and Nicaragua
Under the terms of this bilateral agreement, Nicaragua accepts to withdraw its case against Honduras before the International Court of Justice when Honduras implements the Joint Plan, adopted in Tela on 7 August 1989, to disarm the Contras within its territory.
Joint Declaration of the Central American Presidents (Costa del Sol Declaration)
Signed at Tesoro Beach, Costa del Sol, El Salvador, on 14 February 1989, the agreement recommits the parties to the Esquipulas II and the Alajuela Declarations of 1987 and 989 and calls for actions aimed at democratisation of the countries in conflict. The declaration also specifically calls the UN to send military observers to verify the security provisions of past agreements and to send a group of civilian observers to monitor the Nicaraguan electoral process.
