This agreement establishes guidelines to implement the provision of the Joint Communique dated 6 May 2002 between the Government of Philippines and the Moro Islamic Liberation Front related to the isolation and interdiction of all criminal syndicates/kidnap for ransom groups and other criminal groups. 

This agreement establishes the role of the international community in the negotiations between the Government and the FARC. It also calls on the UN Secretary-General to provide his Good Offices and permanently accompany the negotiation process.
