This agreement deals with power-sharing between Afghan parties including the Mujahideen and sets up an electoral schedule which would lead to a proper representative government. It also provides for a ceasefire and recognises the good offices role played by the Prime Minister of Pakistan.

This protocol creates organs of state to be proportionally shared by the main political forces during the transitional period. These organs include the presidency, the transitional government, the transitional National Assembly and the institution of the judiciary.
