Beyond Federalism: Which Concept of Decentralization Reflects Best the Needs of Somalia?

This articles discusses decentralization in Somalia, both in terms of formal and substantive elements. The author advocates against predetermination through the use of the specific technical term "federalism," that only covers some of the options available. Instead, he suggests the need to search for an adequate system of decentralization that best fits the Somalian context and contributes to a more open debate in the search for a Somali solution.
