Overcoming Limitations to Inclusiveness in Constitution-making Propositions in Iraq based on Comparative International Experience

This non-paper drafted by UNAMI/OCS provides recommendations on how to overcome the limited representation of certain groups in the Iraqi Constitutional Committee. The analysis is based on comparative international experiences used to rectify under-representation in constitutional bodies created by legislatures elected by low participation of a specific but critical political constituency.
