Afghanistan's Political and Constitutional Development

This is an issue and option paper concerning the security and peace-building process along with the legitimacy of the new government in Afghanistan. These broader topics are broken down into sub-issues, including the constitution-making process, the structure of the new government, the judiciary and justice system, human rights, the first elections and the electoral system, and finally the role of the international community. With respect to all topics, the historical context (if any) is provided, the major issues are discussed, and recommendations are provided.
