"Tagging" Bills in Parliament - Section 75 or Section 76?

This article examines procedures in South Africa for classifying new national laws which consist of subject-matter subject to concurrent jurisdiction under the Constitution. The Constitution provides two methods for categorization, alternatively through a regular or a super-majority vote of the second chamber of Parliament, depending on whether the law directly affects the provinces.
