Constituent Assemblies' Rules of Procedure - General Considerations

The first document sets out general considerations with respect to the rules of procedure of Constituent Assemblies. Specifically, it discusses various ways to draft rules concerning: 1. the general procedure, i.e. the road map for the elaboration of a constitutional draft, a vote of the draft within Parliament, and ratification of the final text; 2. the organization and composition of committees, including the mechanisms for participation of non-represented members; 3. the details of any necessary quorum, if applicable; 4. the number and/or proportion of votes necessary for approval; 5. timelines, if necessary; 6. provisions concerning the discipline of unacceptable behavior; and the composition and election of the Bureau, or the entity that supervises the work of the Constituent Assembly.
The second document is a comparative chart of the rules of procedures for the Constituent Assemblies in Bahrain, Brazil, East Timor, South Africa, Spain, and Namibia.
