Submission for the CRC - Minimum Constitutional Changes for an Effective Federal System in Iraq

This paper produced by UNAMI’s Office of Constitutional Support (OCS) is part of a series of submissions prepared at the request of the CRC - the Iraqi Constitutional Review Body. These notes seek to provide recommendations on specific areas of the constitution considered for review. This submission is made in response to textual formulations proposed by the executive working group of the CRC relative to federalism. The recommendations in this paper are limited to the text of Articles 110 to 115 of the Constitution.
