Option Paper - Provisions of the TAL that Permit Extending the Deadline for Completing the Draft Permanent Iraqi Constitution

This document is part of a series of papers produced by NDI experts with the aim to advise the Iraqi Constitution-making body on various thematic issues. This note summarizes the key provisions of the TAL governing the timing of the constitution drafting and referendum process, and then suggests approaches that could provide flexibility if some additional drafting time is needed. Flexibility options are addressed first under the TAL itself, and second, under a possible amendment to the TAL.
