Report of the (CKRC) Task Force on Devolution of Powers

This is the report of the Task Force (of the CKRC) on Devolution of Powers from August 2003. The report includes discussion of the possible sub-national units, the distribution of functions and financial/taxation matters. The report also includes a discussion of the comparative review that the Task Force undertook with respect to decentralization and devolution under other countries'' constitutions. The second document is the verbatim transcript of the meeting held in August 2003 at which the Task Force on Devolution of Powers of the CKRC presented its report.
