Review of the Three Year Interim Plan of the Nepal Planning Commission

This paper was presented at the Centre for Constitutional Dialogue's Seminar Series "Federalism in Nepal - How Will it Work?"  It is a review of a three-year Approach Paper by the Nepal Planning Commission in view of the proposed federal structures of the new constitution, suggesting that planning must take these structures more into account.
