Input Papers on Federalism

This document is a compilation of seven papers on federalism prepared for the Nepali Swiss Forum on Federalism. They address the major political, institution, and social questions of federalism, new vs. historical federalism, territorial v. ethnic and personal federalism, power-sharing, wealth sharing, the protection of marginalized groups, and the process of moving toward federalism.
