Accommodating Diversity - Federalism, Autonomy and Other Options
This background paper prepared for the 2006 Oslo Forum considers different constitutional options available to conflict mediators when accommodating diverse interests and identities. In particular, four categories of institutional arrangements are highlighted: federalism, autonomy, decentralization, and power-sharing. The paper presents evidence regarding the effectiveness of each institution in accommodating diversity while also preserving the territorial integrity of the state.
