Federal Aspects of Petroleum Regulation and Management in Iraq Peter Cameron

This paper examines key issues of petroleum regulation and management that arise in a federal setting, with a view to extracting some lessons that may be useful for Iraq. It identifies four sets of issues: who regulates, what is to be regulated, how will the regulatory structure operate and when will key decisions be made. It answers these questions by means of a comparative analysis of seven federal systems that have addressed the management of domestic petroleum resources. These are Argentina, Australia, Canada, Indonesia, Nigeria, Sudan, and UAE.
