Constitution-Making after Conflict - Lessons for Iraq

This essay draws on the lessons from the experiences of 19 transitional countries (most of which have emerged from armed conflict) to lay out a practical framework for constitution-making in Iraq, as things stand in March 2004. The author takes into account not only the lessons learned from other countries and the conditions in Iraq, but also the opinions and observations gleaned firsthand from a wide range of Iraqi academic experts and political participants.
