Governance in Post-Conflict Situations

This background paper for was prepared for the 2004 UNDP Chr. Michelsen Institute Bergen Seminar on governance in post-conflict situations. The paper analyzes post-conflict governance issues and programming entry points in seven major thematic areas: access to information, democratic dialogue, electoral systems and processes, parliamentary development, decentralized governance, public administration reform, and justice, security, and human rights.
