Considerations for the Creation, Organization and Implementation of an Election System

This document enumerates important considerations for the preparation of democratic elections, including the type of election system (i.e. majority vs. proportional representation), the authorities participating in the election, the laws that impact the pre-election period (i.e. political party laws), the election administration, and any external actors.
