Bilateral Understanding on Outstanding Constitutional Issues between the South African Government and the African National Congress

The government and the ANC submitted (in November 1993) to the Negotiating Council of the Multi-party Negotiating Process (MPNP) a package of proposed solutions relating to certain outstanding constitutional and electoral issues. The issues include the system of election for the National Assembly, decision-making in the cabinet and the provincial (SPR) legislatures.
